ABSTRACT



The main problem addressed in this research, is the low organizational effectiveness of BAPPEDA in the greater Bandung area.  This problem is thought to have been caused by the fact that Policy Implementation and Coordination have not yet been well implemented based on Undang-undang Nomor.26 Tahun 2007 regarding Penataan Ruang in the greater Bandung area.
   The research method used is descriptive analysis through a quantitative approach. The objective of this research is to analyse simultaneously the application of Policy Implementation and Coordination in raising Organizational effectiveness, as well as the Policy Implementation and Coordination in raising the Organizational Effectiveness as well as analyzing partially the Policy Implementation in raising the organizational effectiveness of BAPPEDA. The main instrument used for the gathering of data is the questioner, with interviews, documentation and observation filling in the gaps. The analysis technique used is the SEM statistic technique(Structural Equations Modelling) through using Lisrel software version 8.70.
 The results of this research reveals, that the  Policy Implementation and Coordination have descriptively given a positive contribution to the Organizational Effectiveness of BAPPEDA, although it is not yet running optimally. The results of statistical analysis show that the Policy implementation and Coordination  variable has positively and significantly influenced the Organizational Effectiveness of BAPPEDA to the tune of 84,6%. This means that around 15,4% is due to the influence of other factors or variables(epsilon) as an unresearched variable. The Policy Implementation variable has partially has partially had a positive and significant influence on the Organizational Effectiveness to the tune of 4,73% with a trust level of 95% through communication 0,7171, or 71.71%; resources 0,0110 or 1,10%; attitude 0,5243 or 52.43%; the bureaucratic structure 0,6403 or 64,03%. The coordination variable partially gives a positive and significant influence on the Organizational Effectiveness as much as 0,4424 or 44,24% with a trust level of 95% as reflected in the highest factors. Cohesion of 0,6496 or 64,96%, a compatibility of 0,5209 or 52,09% a coherence of 0,6324 or 63,24%. It turns out on the other hand, the relationship between the variable of Policy Implementation and Coordination is in a strong category.
          The conclusion of this research shows that the Policy Implementation and Coordination can descriptively raise the Organizational Effectiveness as well as the Policy Implementation and coordination variable simultaneously or partially has a positive and significant influence on the Organizational Effectiveness at BAPPEDA in the greater Bandung area. Thus it can be interpreted that if the carrying out of Policy Implementation and Coordination is raised, the Organizational  Effectiveness of BAPPEDA will also increase.
